Improving the lives of Moms and Babies

Lance has helped guide the Idaho Midwifery Council through the legislative process to achieve impressive results. For example, he helped in the effort to significantly reduce the initial and annual relicensing fees from $850 per year to $35 per year. This major reduction has made it much easier to practice the profession of midwifery in Idaho and allow midwives to reinvest those funds into their practices.


Most recently, Lance helped the Idaho Midwifery Council draft, introduce, and pass legislation that is good for moms and babies by streamlining and modernizing the existing formulary and make it much easier and faster to add new and improved pharmaceuticals in the future. 


The goal of the legislation, which was ultimately signed into law by Idaho Governor Brad Little, was to create an open formulary that does not need to be approved by the Legislature each time a new and better drug is introduced to the market and is also within the scope and practice of midwifery. Thus, moms and babies will no longer have to wait years to benefit from new drugs that can save lives and improve birthing outcomes.

Idaho Midwifery Council Legislative Liaison

Preserving justice for Idahoans

Lance has worked with the Idaho Trial Lawyers Association since 2024 to defeat efforts to provide immunity to pesticide manufacturers whose products might cause cancer or other health issues to Idahoans.


In 2024, Bayer, the giant, multinational pharmaceutical, seed, and pesticide manufacturer, introduced legislation that would have prevented Idahoans from holding pesticide manufacturing companies accountable for damages caused by their products. The purchase of Monsanto, developer of Roundup and Roundup resistant seed, by Bayer in 2018, exposed Bayer to the liability Monsanto owed to users of their products that caused cancers and other health issues. Bayer was trying to limit their liability in Idaho despite continuing to sell the products.


As part of the effort to defeat this legislation, Lance helped to build a diverse coalition of Left-leaning and Far-Right-leaning individuals, organizations and legislators to oppose the bill. The successful effort to kill this legislation was one of the few times in Idaho history that a bill strongly backed by Agriculture, Mining, and Business has ever been defeated in the state Idaho.


Lance and ITLA helped defeat subsequent efforts to pass similar legislation in 2025 and 2026.

Expanding access to behavioral healthcare

Lance has helped the Idaho Psychological Association achieve its many legislative efforts throughout the years. For example, he helped ensure via legislation that Service Extenders (Those who have earned a master’s degree or higher) who work under the supervision of a licensed Idaho psychologist would continue to be paid under health insurance in Idaho. Service Extenders are a critical part of the effort to treat the healthcare needs of Idahoans, because there are simply not enough psychologists to meet the increasing mental and behavioral healthcare demand in Idaho.


Lance also was successful in drafting, introducing and passing legislation to allow Idaho psychologists to join an interstate compact called PSYPACT. This compact makes it much easier for Idahoans to access (often virtually) mental healthcare from Idaho psychologists when they are out of state or if they want to use a PSYPACT psychologist from another state.


This law is very helpful and convenient for Idaho patients and psychologists when the patient is out of state for school, work, military deployment, or some other reason. It is also extremely helpful in group and family situations, when all members of the family are not in Idaho at the same time.
